Nearly 30 years ago, Blaine A. Mowen got his start in the electrical contracting field thanks to an electrical apprenticeship program run by the Cumberland Valley Chapter of Associated Builders and Contractors. Since 2000, Mowen has been giving back to the program that launched his career, serving as an electrical instructor at ABC Cumberland Valley’s Barr Construction Institute.
Mowen teaches the electrical preparatory course for the Maryland State License exam for the electrical and HVAC/R trades.

When he’s not firing up the next generation of electrical craft workers, Mowen is the Chief Code Official with the City of Hagerstown Planning and Code Administration Department, Hagerstown, Maryland, a position he’s held since 2001. His job duties include: reviewing of building plans; performing mechanical, plumbing, electrical and rental licensing inspection for the City of Hagerstown; conferring with contractors, architects, engineers, utilities, property owners, tenants and the general public to facilitate compliance of structures and systems to the Code of the City of Hagerstown.
